Hiện nay, các sự cố môi trường như tràn dầu, tràn đổ hoá chất, rò rỉ và phát tán chất thải,.. đang là những mối nguy tiềm tàng, đe doạ nghiêm trọng đến môi trường tự nhiên và các hoạt động kinh tế – xã hội, đặc biệt tại các khu vực ven biển, sông ngòi, khu công nghiệp và cảng biển. Những sự cố này có thể gây ô nhiễm đất, nước, không khí, làm suy giảm hệ sinh thái, ảnh hưởng trực tiếp và gián tiếp đến sức khỏe con người, sinh vật, sinh cảnh tự nhiên và các lĩnh vực như bảo tồn, du lịch, nuôi trồng thuỷ sản, sản xuất công nghiệp và đời sống dân sinh.

Chính vì những hậu quả nghiêm trọng đó, việc xây dựng và triển khai kế hoạch ứng phó sự cố môi trường là yêu cầu cấp thiết, cần được thực hiện đồng bộ ở các cấp, ngành, khu vực và cơ sở. Trong đó, các nội dung về kỹ thuật phát hiện, cảnh báo sớm, theo dõi, đánh giá mức độ ảnh hưởng và tổ chức xử lý, khắc phục sự cố tràn dầu, hoá chất và chất thải,… giữ vai trò đặc biệt quan trọng đối với lực lượng tổ chức triển khai và trực tiếp tham gia ứng phó trong thực tế.

Với hơn 20 năm kinh nghiệm trong hoạt động ứng phó sự cố tràn dầu và hóa chất, Công ty Cổ phần SOS Môi trường đã xây dựng các kế hoạch ứng phó sự cố cấp tỉnh (Quảng Ninh, Cà Mau,…) và cấp cơ sở (Petrolimex, Nhiệt điện Phú Mỹ, Vicem Hải Vân, Nhiệt điện Sông Hậu 1, Nhiệt điện Nhơn Trạch 3&4,…) cùng hàng loạt các dự án lớn nhỏ trên cả nước, đội ngũ chuyên gia của SOS Môi trường luôn sẵn sàng đồng hành cùng đơn vị nhằm tuân thủ nghiêm túc các quy định về bảo vệ môi trường.

Kế hoạch ứng phó sự cố tràn dầu, hoá chất và chất thải là căn cứ quan trọng để tổ chức chỉ huy, huy động và triển khai kịp thời lực lượng, trang thiết bị, phương tiện theo phương châm “tại chỗ” khi xảy ra sự cố; đồng thời là cơ sở để xác định cơ chế phối hợp, phân công trách nhiệm giữa các đơn vị, lực lượng liên quan trong quá trình ứng phó và khắc phục hậu quả. Kế hoạch được xây dựng trên cơ sở đánh giá điều kiện thực tế tại khu vực, năng lực sẵn có của các bên tham gia và các kịch bản tình huống giả định được xây dựng sát với những nguy cơ, rủi ro có khả năng phát sinh trong thực tiễn hoạt động

Từ đó có biện pháp phòng ngừa và đề ra phương án một cách cụ thể, sẵn sàng ứng phó nhanh, hiệu quả đối với sự cố tràn dầu và giảm thiểu tối đa tác hại ô nhiễm môi trường. Đồng thời Kế hoạch cũng xác định nhiệm vụ của các Bộ phận, cá nhân có liên quan trong việc phối hợp lập kế hoạch ứng phó sự cố tràn dầu và trách nhiệm của các bộ phận trong việc xử lý các tình huống sự cố theo phạm vi quản lý của mình.

Trong kế hoạch ứng phó sự cố tràn dầu, hoá chất, chất thải,… sẽ quy định các công việc cần thiết, các thủ tục cần được thực hiện (báo cáo, thông tin liên lạc, cách thức xử lý tình huống…) khi sự cố tràn dầu xảy ra.
