About the Environmental Incident Information Portal
Overview of WebGIS SOSMT, its data scope and operational modules for environmental incident prevention, response and recovery.
System Objective
The Environmental Incident Information Portal is a WebGIS system developed for the Vietnam Environmental Incident Response Center to digitize data, map operations and coordination workflows for environmental incident prevention, response and recovery.
The system combines MySQL operational data, PostGIS/GeoServer spatial data and an online map interface to support fast lookup of SOS stations, risk points, incidents, recovery records, hydro-meteorological information and administrative reference layers.
Disclaimer
This is an internal operational management system developed and operated by the Vietnam Environmental Incident Response Center (SOS Environment), a private enterprise. Any information related to state management, administrative boundaries, or legal documents (if any) is compiled from open public data sources to support internal incident response operations. This data has no legal standing and does not replace official information or documents from competent state authorities.
Core Modules
- Online map and operations dashboard: monitor SOS stations, risk points, incidents and operational indicators according to user permissions.
- Incident lifecycle management: record incident notifications, update response status, coordinate resources and transfer records to environmental recovery workflows.
- Environmental risk points: manage risk facilities, classify risk levels, link SOS customers, facility survey forms and on-site control/response data.
- SOS stations, response units and supplies: manage station locations, response capacity, personnel, vehicles, equipment and inventory transactions by station/incident.
- ERG 2024 simulation: look up chemicals and calculate initial isolation and protective-action zones by wind direction for emergency-response planning.
- Map Composer: export thematic risk, response and recovery maps in A4-A0 formats for reporting, field command and records.
- Facility forms and ISO 14001: digitize facility review forms, standardize them into risk points and support related environmental management records.
Data Scope
Data is organized with a clear separation: operational data is stored in MySQL webgis_sosmt, spatial data is stored in PostGIS sosmt_gis and published through the GeoServer sosmt workspace.
- Base maps, administrative boundaries, administrative labels and hydrological layers for spatial reference.
- SOS stations, duty stations, response capacity, supplies, vehicles, personnel and field images.
- Environmental risk points, SOS customers, facility forms, on-site control/response information and risk-scoring results.
- Incident records, recovery records, ERG zones, exported report maps and operational audit logs.
- Hydro-meteorological data, protected areas, water sources, weather/routing services and other configured reference sources.
Permissions and Information Security
The system applies role-based and geographic-scope permissions to control viewing, creation, editing, deletion and export of data. User groups include administrators, SOS internal users, customers, incident operators, recovery editors, data editors and viewers.
- Internal users operate only within their assigned scope and are responsible for the data they enter or update.
- Customers can view only data related to their organization according to the configured permissions.
- Sensitive actions such as creating, editing or deleting operational data are recorded in audit logs for traceability.
Usage Recommendations
- Use the WebGIS for lookup, risk screening, survey planning, response coordination and operational reporting.
- Verify coordinates, boundaries, distances, risk levels and facility status before using data in formal records.
- Do not disclose internal data about stations, supplies, personnel, customers, risk points or incident records without authorization.
- When data is incorrect, missing or outdated, notify the administrator for review and update.
